He was born in Hardinsburg, KY on January 7, 1950, son of the late Alvey and Henrietta Decker Smiley. Charles was a veteran of the United States Army, having served during the Vietnam Era. He was a truck driver, an occupation that he enjoyed, especially meeting new people and seeing new sites. He enjoyed the outdoors, fishing, riding motorcycles and attending drag races, where his son competed.
